September 14 20, 1947

The National Times of September 19th welcomed the appointment of Mr. Heathcote-Smith as Political Advisor to the Hong Kong Government, as this would remedy the former lack of liaison between Hong Kong and China. Hitherto negotiations between Hong Kong and China had been conducted through the circuitous channels of the Colonial Office and Foreign Office. The appointment of the Chinese Special Commissioner for Foreign Affairs in Hong Kong had suggested to the British Government the need for a special Liaison Officer.
